The Public Health Supervisor role provides supervision of staff in assigned program areas. This position assures the health and wellbeing of the community and the population through quality services, programs, policies, systems and environments.
 
Public Health works to improve the health of all county residents by addressing social and environmental factors that impact their health and offering programs and services that help them be healthy.

Hiring range: $87,256 to $104,782 ($41.95 to $50.35 per hour). Starting rate will depend on experience, education, and qualifications.

This position is located at the Government Center in Elk River, MN. Our regular business hours are Monday-Friday 8:00am-4:30pm, though the department provides staff with flexibility in effort to strive for a desired work/life balance. Essential Duties and Responsibilities
The following duties are normal for this position. These duties are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Regular attendance according to the position’s management approved work schedule is required for all positions.
 

  • Provides unit leadership consistent with the mission and values of the county and department. 
  • Supervise, coordinate, and prioritize unit activities, workflow, and referrals in an equitable manner. 
  • Serve as an agency representative on community committees/task forces as directed.
  • Monitor unit reporting activities; analyze trends and work to resolve identified issues.
  • Demonstrate broad understanding of principles of financial and resource management, including setting priorities and preparing the program budgets, and allocating staff, approving expenditures and other resources to meet objectives in a cost-effective and timely manner. 
  •  Provide ongoing consultation and direction to staff on difficult or complex case issues which require professional expertise and adherence to professional standards. 
  • Utilize continuous quality improvement to enhance and streamline processes.
  • Assist with the development and implementation of programs and services leveraging local, county and state resources as appropriate in compliance with rules and regulations. 
  • Participate in employee selection, orientation, training, and performance management in line with State and County personnel policies and procedures. 
  •  Review and makes recommendations to assure compliance with program policies and procedure.
  • Participate in development, monitoring, and reporting requirements for all funding streams. Assuring oversight of program area budgets and expenditures, including analysis of past and current expenditures and/or reviews of potential grant or other funding opportunities. 
  • Keep Manager informed of activities, events, and policies within the unit an communicate results of data searches, proposed plans, personnel issues, programs/changes, significant liability issues, etc.
  • Attend training as it relates to position, populations served, or other identified needs.
  • Provide and participate in positive community relations, training, and planning.
  • Provide local media with information as directed.
  • Maintain working knowledge of Agency programs specific to assigned program areas to ensure appropriate support within the Unit.
  • Ability to work independently, but in a team-oriented work environment.
  • Respond 24/7 as needed during a Public Health Emergency Response.
  • Maintain professional, positive, relationships with all staff, Board members, vendors, and the public.

Minimum Qualifications

REQUIRED:
EducationBachelor's degree in Community Health, Public Health, Nutrition, or Dietetics.

Master of Public Health degree or other applicable field of study is preferred.

Experience:  Minimum of 2 years experience managing professional level staff or a combination of education and experience.

Licensure/Credentialling: 

  • Credentialed as a:
    • Registered Dietician* (RD); or 
    • Registered Dietician Nutritionist* (RDN); or
    • Licensed Dietician* (LD); or
    • Licensed Nutritionist* (LN) 
*Active through the Commission on Dietetic Registration with valid licensure in the state of MN.
  •  Valid MN driver's license and current certificate of vehicle insurance and access to reliable transportation.
  • CPR Certification
PREFERRED:
Credentials:  International Board-Certified Lactation Consultant (IBCLC) or Certified Lactation Consultant (CLC)

Hiring Salary Range: $41.95 - $50.35 per hour

Status: Exempt, Full-time
 
Hours of Work: This position has a usual work schedule of 8:00 a.m. to 4:30 p.m., Monday through Friday; may include occasional evening and weekend hours.

Interviews: Selected candidates will be notified via email the week of May 6th to self-schedule an on-site first interview to be held on May 13th.  Second on-site interviews will be held in later in the week.
