Highway Maintenance Supervisor
Job Summary
Under the direction of the Highway Maintenance Superintendent, the Highway Maintenance Supervisor assists with planning, prioritizing, scheduling, and inspection of road and other infrastructure construction, repair and maintenance. Provides analysis to the Maintenance Superintendent for on-going evaluation of operational procedures. Schedules work for the Highway Maintenance/Equipment Operators and seasonal workers daily. Currently, our Becker facility hosts 8 Highway Maintenance employees and our Zimmerman location hosts 7 Highway Maintenance employees. Performs all of the job duties of the Highway Maintenance/Equipment Operator when needed.
Typically, we work a Monday – Thursday, 6:00am – 4:30pm schedule in the summer and Monday – Friday, 7:00am – 3:30pm schedule in the winter. Additional hours will be required during winter mainly for snow plowing. Other additional hours may be required for storm damage cleanup, high-priority sign repairs or other emergency situations throughout the year. This position must be on-call 24/7 to monitor road conditions during the winter months and other times throughout the year to respond to situations requiring action by the maintenance department.

Essential Duties and Responsibilities
The following duties are normal for this position. These duties are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Assists with planning, prioritizing, scheduling, and inspection of road and other infrastructure construction, repair and maintenance. Schedules, and adjusts as needed, work for the Highway Maintenance/Equipment Operators and seasonal workers daily.
Provides analysis to the Maintenance Superintendent for on-going evaluation of operational procedures and performance.
Trains, supervises, coaches, evaluates, and conducts performance reviews for subordinate personnel.
Collaborate with Parks department to fulfill equipment and personal needs, checking with contractors on Park construction projects.
Collaborate with construction supervisor to fulfill equipment and personal needs for construction projects.
Collaborate with Ditch inspector and right way agent to fulfill equipment and personal needs for construction projects.
Performs all of the job duties of the Highway Maintenance/Equipment Operator when needed.
Assists in the selection of new vehicles and equipment.
Must be on-call 24/7 to monitor road conditions during the winter months and other times throughout the year to respond to situations requiring action by the maintenance department.
Coordinate multi entity projects with local cities and the state.
Knowledge, Skills and Abilities Required
Knowledge of proper and safe operation, servicing and maintenance of tools and equipment.??
Knowledge of local and state laws and regulations regarding the operation of equipment, particularly those pertaining to their operation on public streets.??
Working knowledge of weed and brush control practices and the application of chemicals.??
Knowledge of roadway construction, maintenance and repair.?
Knowledge and skill in proper snow and ice removal techniques.?
Knowledge of safety procedures during roadway maintenance and snow/ice removal operations.?
Knowledge of OSHA and relevant Department of Labor laws and requirements.?
Knowledge of small and large engine mechanics.?
Skill in operating heavy equipment and vehicles used in roadway maintenance and snow/ice removal.?
Skill in using a wide variety of hand and power tools.?
Skill in conducting safety inspections.?
Ability to perform mathematical computations.??
Ability to respond to calls for service outside of normal work schedule.?
Ability to handle a variety of typical tasks and problems independently.?
Ability to apply a variety of procedures, policies and precedents with moderate analytical ability in adapting standard methods to fit facts and conditions.?
Effective interpersonal and communication skills within and without the department and with general public.?
Ability to provide training and work direction to others.
Minimum Qualifications
An individual must meet the minimum qualifications as stated below to qualify for this position.
High School Diploma; AND
Three years’ related work experience in highway maintenance.
An equivalent combination of education and experience may be considered.
Valid Class B Minnesota Driver's License with requirement to obtain Class A Minnesota Driver's License within 1 year from date of hire.
- Supervisory experience is preferred.
- Valid Class A Minnesota Driver's License is preferred.
- Flagger Training is preferred or is desired upon hire.
This job typically requires: sitting, standing, walking, crouching, feeling, manual dexterity, repetitive motions, grasping, talking, driving, lifting, hearing, typing, and seeing. This position is generally heavy duty and may require the exertion up to 50 pounds of force and intermittently ability to lift, carry, push, pull and move objects over 100 pounds.? There is exposure to extreme noise and vibration, heat, cold, poison plants, ticks carrying disease, toxic or caustic chemicals, blood borne pathogens, fumes, risk of electrical shock, confined spaces, traffic, and exposure to moving mechanical parts.?
