Public Service Specialist - Driver's License
Job Summary
As an agent for the Driver and Vehicle Services (DVS) of Minnesota, this position processes requests for information and applications for persons who wish to apply for a Minnesota REAL, Enhanced, or Standard identification card or driver's license and/or disability parking certificates; verifies the authenticity of original identification documents presented. This position is responsible for collecting appropriate fees, balancing the amount received with the total from the State system, and accurately receipting the State and County portion of the fees. Other duties include scanning and indexing DVS applications, ordering and maintaining office supplies, reconciling invoices, preparing claims for Auditor/Treasurer approval, providing back-up during elections and providing assistance during tax collection periods.
This position is located on-site at the Government Center in Elk River, MN. Our regular business hours are Monday-Friday 8:00am -4:30pm. Essential Duties and Responsibilities
Process applications for Minnesota identification cards, instruction permits, and driver's licenses (including Enhanced and REAL ID).
Examine and collect all appropriate identification documents presented to determine authenticity and to satisfy governmental requirements.
Ensure proper completion of application.
Perform vision testing.
Process applicant signatures and digital images.
Accurately enter application information into the State database for processing.
Obtain additional paperwork required for Commercial Drivers License holders (CDL) and first-time drivers, verify for completeness, and submit to State office for processing.
Provide excellent customer service for requests at the counter and on the phone.
Resolve issues with revoked or suspended licenses - communicate any relevant issues, such as the Interlock program, Vanessa's Law, restriction removals, medical certifications, etc.
Maintain confidentiality of customer in presence of other members of the public.
Collect appropriate fees for type of license being applied for, balance money received daily with total reported on State database, and prepare daily receipt for State and County fees.
Collect Drivers License Reinstatement Fees.
Keep current on all Driver and Vehicle Services (DVS) documentation distributed and attend all trainings provided by the DVS.
Maintain applications and reports according to State procedures and retention policy.
Scan and index department documents that are scheduled to be retained in electronic format.
Order and maintain office supplies for department.
Reconcile invoices received with orders placed and packing slips of goods received.
Prepare claims for Auditor/Treasurer approval and payment.
Provide back-up during election years with absentee ballots, voter registration, or roster entry as needed.
Assist with property tax collections.
Minimum Qualifications
High School Diploma or GED; AND
One year of post-secondary education and two years of experience providing administrative support in customer service, government office, or similar office environment; OR
Four years of experience providing administrative support in customer service, government office, or similar office environment; OR
An equivalent combination of education and experience.

Requirements after hire:
The U.S. Department of Homeland Security (HDS) and Minnesota Statutes 171.017 requires that employees of Drivers License Agent offices undergo a fingerprint based criminal history record check performed by the Bureau of Criminal Apprehension and Federal Bureau of Investigation (FBI). State and national criminal history record checks are required to be completed prior to being able to perform the job duties of accepting an application for an Enhanced License or ID and the REAL ID required by MN Statute 171.061.
The person selected for this position must also successfully complete the required trainings listed below as a condition of continued employment:
- MN Drive (MN DVS Application System)
- EDL-EID, and Real ID training
- AAMVA Fraud Training
